# Upwork Income Tax in Turkey: Freelancer Guide for Foreign Clients

## Short Answer

Upwork income is taxable in Turkey if the freelancer is Turkish tax resident and the activity is recurring, but qualifying Upwork income from eligible services used abroad may be reviewed under the 100% service export deduction. Upwork is usually a platform, not the tax answer. The real questions are who the client is, what service is provided, where it is used, whether invoices are correct and whether payments are transferred to Turkey.

*   It does not automatically satisfy VAT exemption.
    
*   It does not prove the service was used abroad.

## Upwork VAT Note

Upwork may charge Turkish VAT on platform fees. That is different from whether the freelancer's own service invoice to a foreign client is VAT-exempt in Turkey.
