Foreign companies frequently request a Tax Residency Certificate from individuals and freelancers working remotely from Turkey. Many professionals mistakenly assume that submitting a tax plate (vergi levhası) is sufficient. It is not.

A Tax Residency Certificate and a tax plate are completely different documents and serve different legal functions. If your employer has specifically requested a Tax Residency Certificate, providing your tax plate alone will not meet their compliance requirements.

What Is a Tax Residency Certificate?

A Tax Residency Certificate is an official document issued by the Turkish Tax Authority confirming that:

  • You are considered a tax resident of Turkey

  • You are subject to full tax liability under Turkish tax legislation

  • Your income is taxable in Turkey

This document is primarily used in the application of Double Taxation Treaties (DTTs) between Turkey and foreign jurisdictions.


Why Does Your Foreign Employer Request This Document?

The main reason your employer requests this certificate is tax compliance.

Foreign companies are legally required to determine:

  • In which country you are tax resident

  • Whether withholding tax is required on the payments they make to you

  • Whether a Double Tax Treaty applies

Without a Tax Residency Certificate:

  • The foreign company may apply maximum withholding tax rates

  • Payments to you may be reclassified as taxable income in the employer’s country

How to Apply for a Tax Residency Certificate in Turkey (Step-by-Step)

You can apply fully online via the Turkish Revenue Administration’s system.

Step 1 – Login to the Internet Tax Office

Go to İnteraktif Vergi Dairesi (Interactive Tax Office) and log in with:

  • E-government credentials or

  • Tax ID number and password

Step 2 – Navigate to the Application Section

Follow this menu path:

Transactions → Tax Procedures → Tax Residency Certificate

Step 3 – Complete the Application Form

You will be required to complete the following fields:

1. Type of Income

Select the category under which the income is earned:

  • Professional Services (Freelance)

  • Commercial Income (Business Activity)

2. Source Country

Select the country from which the income is generated.

3. Income Period

Indicate:

  • The fiscal year(s) for which the certificate is requested

4. Foreign Payer Information

Enter:

  • Legal name of your foreign employer/client

5. Amount and Currency

Specify:

  • Expected or actual payment amount

  • Currency (USD, EUR, GBP, etc.)

Step 4 – Submission & Issuance

The certificate is not issued immediately.

Usually:

  • Processing takes 1–5 business days

  • Once approved, you will receive a notification

  • You can then download the certificate electronically


Important Warning Before You Apply

If you have received money from abroad without declaring income in Turkey and you apply for this certificate afterward, be aware:

You are effectively alerting the tax authority to investigate your foreign-source income history.

If your income has not been declared correctly in Turkey, apply only after proper tax review and consultation.
