1– Mandatory E-Ledger for New Companies in Turkey in 2025

In previous years, there was no requirement for e-ledgers in Turkey. However, starting from 2025, all businesses—except those that are not keeping books under the balance sheet method—must comply with the e-ledger system.

Businesses required to keep their books under the balance sheet method, or those who voluntarily opt to do so, must join the e-ledger application starting January 1, 2025.

  • Timely Uploading: E-ledger records must be uploaded on time. Delays can cause significant stress, especially if the system fails. New companies are on a monthly upload cycle, but you can adjust it to quarterly by emailing edefter@gelirler.gov.tr.

  • Accurate Record Keeping: Bank records, collections, expenses, and revenues must be accurately recorded and uploaded. It’s advisable to use audit software to review records before finalizing uploads, as once submitted, e-ledgers cannot be edited.

  • Tax Calculations: Ensure there are no errors or inconsistencies in your tax calculations.

  • Cybersecurity: Utilize cloud-based backup services to protect against cyber-attacks or hardware failures.

2– Occupational Health and Safety Obligations in Turkey are Different for 2025

If your company has even a single employee in Turkey, whether they work remotely or in the office, you are responsible for ensuring a safe working environment. Starting January 1, 2025, businesses of all types must meet occupational health and safety obligations, regardless of the industry or company type (LLC, corporation, etc.).

How to Fulfill Occupational Health and Safety Obligations in Turkey:

  • Outsource Services: You can hire external service providers such as OSGB (Joint Health and Safety Units) or ÇASMER (Employee Health Centers) to meet these requirements, with costs based on the number of employees.

In 2025, Turkey will see significant increases in tax penalties, as well as the reintroduction of revenue audits. For example, the penalty for procedural errors in tax filings has been increased by 16,200 TL, raising the penalty to 28,000 TL. Furthermore, if a company not registered for stamp duty enters into a contract above a specified amount, they must submit the stamp duty declaration within 15 days, or they may face penalties of up to 28,000 TL.

Additionally, businesses with discrepancies of over 20% between actual and recorded revenues will be invited to explain the inconsistencies under Turkish Tax Procedure Law Article 370.

5– New Minimum Corporate Tax in 2025 in Turkey

The new minimum corporate tax will apply for the first time in 2025 in Turkey. However, companies established in 2025 will be exempt from this tax for the first three years of operation.
