Digital Nomad Visa Officially Launched in the Philippines: Eligibility, Rules and Opportunities

On April 24, 2025, the Philippines took a major step toward attracting remote workers from across the globe. By signing Executive Order No. 86, President Ferdinand Marcos has officially implemented a new visa program designed for digital nomads. This initiative aims to align with the country's economic and tourism objectives while positioning the Philippines as a global remote work hub.

So, who can apply for this visa and under what conditions? Let’s take a closer look at the details.


Executive Order No. 86: A New Visa Regime

Signed into law on April 24, 2025, the Executive Order introduces a visa specifically tailored for digital nomads. Foreign remote workers will now be allowed to reside temporarily in the Philippines while continuing to work for overseas employers.


Purpose: Boosting Tourism and Economic Growth

The new visa system directly supports the Philippine Development Plan 2023-2028 with two primary objectives:

  • Attracting high-earning international professionals to contribute to economic growth

  • Increasing spending in the tourism sector and reviving inbound travel

By encouraging long-term stays and foreign spending, the Philippines aims to strengthen both domestic consumption and international positioning.


Digital Nomad Visa Eligibility Requirements

1. Age and Clean Criminal Record

Applicants must:

  • Be at least 18 years old

  • Have no criminal record or pose any security risks, domestically or internationally

2. No Local Employment Allowed

Digital nomads under this visa are prohibited from engaging in employment with Philippine-based employers. Only remote work for foreign entities qualifies.

3. Proof of Remote Work and Income

Applicants must demonstrate they are remote workers and earn income from abroad. Required documents may include:

  • Employment contracts

  • Freelance agreements

  • Bank statements

  • Client references

4. Mandatory Health Insurance

A valid private health insurance plan covering the stay in the Philippines is compulsory.


Reciprocity Principle: Not All Nationalities Are Eligible

Eligible Countries

Applicants must hold citizenship from countries that also offer digital nomad visas to Philippine nationals. This rule is based on the principle of reciprocity.

Non-Eligible Countries

Citizens of countries that do not reciprocate are not eligible for the digital nomad visa. These include:

  • Switzerland

  • Singapore

  • Australia

  • United Kingdom

  • France

Special Case: Czech Republic

Czechia offers a digital nomad visa, but it is limited to applicants from select countries such as Australia, Japan, Canada, South Korea, New Zealand, Taiwan, USA, and the UK.


Visa Duration and Renewal

Validity: 1 Year

The visa is initially valid for 12 months.

Renewal Option

It can be renewed for an additional year, subject to eligibility. Visa holders will also enjoy multiple entry privileges.


Implementation and Institutional Responsibilities

30-Day Implementation Framework

The following agencies are required to issue implementing guidelines within 30 days:

  • Department of Foreign Affairs (DFA)

  • Department of Justice (DOJ)

  • Department of Tourism (DOT)

  • Bureau of Immigration (BI)

  • Bureau of Internal Revenue (BIR)

Pilot Implementation Within 60 Days

A pilot program is scheduled to launch within 60 days of the Executive Order’s effectivity.

Centralized Nomad Database

The DFA will establish a central database to track and monitor all visa holders.


Alignment with Economic and Tourism Strategies

Supporting National Development Goals

The program aligns with key development targets, including:

  • Achieving 6.5% to 8% annual GDP growth

  • Reducing unemployment to 4%-5%

  • Lowering poverty rates to around 9%

VAT Refund Scheme for Tourists

Implemented in December 2024, Republic Act No. 12079 offers VAT refunds for foreign tourists, encouraging higher spending.

Government Endorsement

Philippines Finance Secretary Ralph Recto stated on December 9, 2024:

"The Philippines must offer VAT refunds like other countries to boost tourist spending, increase revenue, and create jobs."
