Mandatory Transition to E-Invoice in Turkey by 2025: What Businesses Must Know
As of 2025, a major update under Communiqué No. 535, amending Communiqué No. 509 issued under the Turkish Tax Procedure Law (VUK), brings new obligations for businesses in Turkey to switch to e-Invoice (e-Fatura) and e-Archive Invoice (e-Arşiv Fatura) systems. If you're a business operating in Turkey, it's critical to determine whether you fall under this mandate—and if so, take timely action.
Below, we’ve summarized the scope, deadlines, and benefits of the mandatory transition.
Who Is Required to Transition to E-Invoice in 2025?
Under the amended legislation, the following taxpayers are required to adopt e-Invoice and e-Archive Invoice systems if they meet the relevant revenue thresholds in 2024 or subsequent fiscal years:
Businesses with gross sales revenue (or total gross service revenue) equal to or exceeding TRY 3,000,000
E-commerce sellers, including those operating via their own websites or on intermediary platforms, with annual gross revenue of TRY 500,000 or more
Real estate companies and intermediaries engaged in construction, manufacturing, sales, leasing, or brokerage, with TRY 500,000+ in revenue
Motor vehicle traders and brokers engaged in manufacturing, sales, or leasing, exceeding TRY 500,000 in annual turnover
Online advertisers and digital advertising intermediaries with gross revenue of TRY 500,000 or above
What Is the Deadline?
All taxpayers falling within these categories must:
Submit their e-Invoice and e-Archive system applications
Complete technical preparations and integration
No later than July 1, 2025.
Failing to comply may result in penalties, disqualification from certain government incentives, or operational bottlenecks, particularly for digital-first businesses.
Why This Matters: Benefits of Adopting E-Invoicing
Beyond compliance, adopting Turkey's e-Invoice infrastructure offers tangible business advantages:
| Benefit | Description |
| Time & Cost Efficiency | Eliminate paper-based processes and manual data entry |
| Legal Compliance | Meet Tax Authority (GİB) audit-readiness and reduce error risk |
| Transparency & Traceability | Improve transaction clarity and financial visibility |
| Fast Reconciliation | Accelerate accounting and payment reconciliation processes |
| Sustainable Operations | Go green by reducing paper and printing needs |
