Introduction

On December 27, 2024, with Presidential Decision No. 9368, Turkey extended remote work opportunities for employees in technology development zones (Teknoparks), R&D centers, and design centers until December 31, 2025. This decision brings significant changes to tax incentives, particularly for IT personnel (bilişim personeli) and other employees.


What the Decision Covers

Under the scope of:

  • Law No. 4691 on Technology Development Zones (Temporary Article 2, paragraph 3), and

  • Law No. 5746 on Supporting Research, Development, and Design Activities (Article 3, paragraph 2),

the income tax withholding incentive is applied to employees’ working hours both inside and outside the designated zones or centers.

  • IT Personnel (Bilişim Personeli):

    • Remote work rate: 100%

    • Determined by the Ministry based on job roles

  • Other Personnel:

    • Remote work rate: 75%

These rates apply until December 31, 2025, and significantly increase flexibility for companies engaged in software development, AI, data analytics, cybersecurity, and other R&D-intensive fields.


Effective Date

  • Article 2: The decision enters into force on January 1, 2025.

  • Article 3: The President executes the provisions of this decision.
